WTO TRIPS Council: Brazilian submission on Ecommerce and Copyright

In December 2016, Brazil submitted a proposal to the World Trade Organization entitled, ELECTRONIC COMMERCE AND COPYRIGHT (JOB/GC/113, JOB/IP/19), intended for circulation at the WTO's General Council and the TRIPS Council. This paper will be discussed at the next session of the TRIPS Council under agenda item 13, "Work Programme on Electronic Commerce" (1-2 March 2017).

WTO Trade Policy Review: Members question the United States on compulsory licensing, Bayh-Dole, UNHLP & Section 337

In December 2016, during the twilight of President Barack Obama's 44th presidency, the World Trade Organization (WTO) conducted a Trade Policy Review (TPR) of the United States of America. All members of the WTO are subject to review under the Trade Policy Review Mechanism (TPRM). The TPRM takes place in the "Trade Policy Review Body which is actually the WTO General Council — comprising the WTO’s full membership — operating under special rules and procedures" (Source: WTO, Trade Policy Reviews: Brief Introduction).

EB140: WHO adopts decision on terms of reference for overall programme review of the GSPOA (31 Jan 2017)

On 31 January 2017 the WHO Secretariat published the "Draft decision resulting from informal consultations" on the Overall programme review of the global strategy and plan of action on public health, innovation and intellectual property (EB140/CONF./7 Rev.1). EB140: Statement of India on the Report of the United Nations High-Level Panel on Access to Medicines

On the morning of Monday, 23 January 2017, India delivered the following intervention at the 140th session of the World Health Organization's Executive Board requesting the "explicit inclusion" of the United Nations Secretary-General's High-Level Panel Report in the "provisional agenda of the EB140 as a separate agenda item under item 8."

SCP25: Closing Statement of the Republic of South Africa

On Thursday, 15 December 2016, South Africa delivered this poignant, closing statement at WIPO's Standing Committee on the Law of Patents (SCP). Negotiations broke down on the issue of future work, as the European Union and Group B refused to permit discussions of the Report of the UN Secretary-General's High-Level Panel on Access to Medicines at future sessions of the SCP.

PCB39: Eight hour drafting session charts future course for UNAIDS work program on Intellectual Property and the UN HLP

The Joint United Nations Programme on HIV/AIDS (UNAIDS) held the 39th Meeting of its Programme Coordinating Board (PCB) from 6-8 December 2016 in Geneva Switzerland. In his opening speech on Tuesday, 6 December 2016, Michel Sidibé (Executive Director, UNAIDS) paid tribute to the life of Australian national Katie Kirk - who passed away on 20 October 2016 while on mission in Indonesia.

UNAIDS PCB 39: Statement of India on the Executive Director's Report to the 39th PCB

On Tuesday, 6 December 2016, the delegation of India delivered the following intervention at the 39th UNAIDS Programme Coordinating Board (PCB) Meeting.

India declared that she had "recently crossed the milestone of treating 1 million HIV patients with free Anti-Retroviral Therapy (ART)."

I will first briefly share efforts made by India to implement the Fast track Strategy. A number of major policy decisions have been taken recently towards achieving the 90-90-90 targets.

EB140: World Health Organization publishes annotated agenda for January 2017 Executive Board

On 21 November 2016, the World Health Organization (WHO) published the annotated agenda for the 140th session of its Executive Board (EB) which will take place from 23 January 2017 to 1 February 2017. In the words of the WHO Secretariat,

The Executive Board is composed of 34 members technically qualified in the field of health. Members are elected for 3-year terms.
