BRICS Health Ministers’ preparatory meeting – May 17th 2011
Press releaseConsistent with the mandate of the Sanya Declaration of the BRICS Leaders Meeting (14 April 2011), the Ministers of Health of the five BRICS’ countries met on the sidelines of the 64thWorld Health Assembly, on 17 May 2011, to discuss issues of common interest as well as prepare the BRICS Health Ministerial Meeting to be held in Beijing, China, on 11 July 2011. Representatives of WHO and UNAIDS also attended the meeting.
The Ministers of Health of BRICS recognized that public health is an interdependent issue, and it is linked to political, economic and social development, and having an impact on international relations and foreign policy. They underscored their firm commitment to strengthen dialogue and cooperation in the field of public health, including the fight against HIV/AIDS. They expressed support to WHO’s HIV/AIDS Strategy 2011-2015 and the upcoming High Level Meeting on HIV/AIDS in New York. They also referred to the recent Moscow Ministerial Meeting on non-communicable diseases (NCDs) and agreed that NCDs are influenced, among others, by poverty and social determinants of health. They agreed that the World Conference on Social Determinants of Health to be held in Rio de Janeiro, next October, will be an important opportunity to discuss these interlinkages, exchange experiences and best practices and promote health in all policies with a view to reducing health inequities within and amongst countries.
The Ministers of Health of the BRICS expressed great concern over falsified and substandard medicines. They agreed on the need to focus on long-term solutions with a public health perspective. They also concurred that the mandate of the intergovernmental working group which is presently discussing the issue should be extended. The convergence of views in the negotiations of the Pandemic Influenza Preparedness framework (PIP) and the importance of a Member States-driven, consensual and incremental reform of the Organization were also highlighted.
The Ministers of Health of BRICS indicated that the theme of the Beijing meeting would be, inter alia, promoting innovation and access to affordable medical products, vaccines and other health technologies of assured quality, in support of reaching the Millennium Development Goals 4, 5, 6 and 8 and addressing other public health challenges.

Comunicado à imprensaEm consonância com o mandato da Declaração de Sanya da Reunião dos Líderes dos BRICS (14 de abril de 2011), os Ministros da Saúde dos cinco países dos BRICS reuniram-se à margem da 64ª Assembleia Mundial da Saúde, em 17 de maio de 2011, para discutir temas de interesse mútuo, bem como para preparar a Reunião Ministerial de Saúde dos BRICS, a ser realizada em Pequim, na China, em 11 de julho de 2011. Representantes da OMS e do UNAIDS também participaram da reunião.
Os Ministros da Saúde dos BRICS reconheceram que a saúde pública é um tema interdependente, vinculado ao desenvolvimento político, econômico e social, com impacto nas relações internacionais e na política externa. Eles destacaram seu firme compromisso com o fortalecimento do diálogo e da cooperação na área da saúde pública, incluindo a luta contra o HIV/AIDS. Manifestaram apoio à Estratégia de HIV/AIDS 2011-2015 da OMS e à próxima Reunião de Alto Nível sobre HIV/AIDS em Nova York. Referiram-se também à recente Reunião Ministerial de Moscou sobre doenças não-transmissíveis (NCDs) e concordaram em que NCDs sofrem influência, entre outros fatores, da pobreza e dos determinantes sociais da saúde. Recordaram que a Conferência Mundial sobre Determinantes Sociais da Saúde, que será realizada no Rio de Janeiro, em outubro próximo, será oportunidade importante para discutir essas vinculações, trocar experiências e melhores práticas e promover a saúde em todas as políticas com vistas a reduzir as desigualdades na saúde nacional e internacionalmente.
Os Ministros da Saúde dos BRICS expressaram grande preocupação com medicamentos falsificados e de baixa qualidade. Eles concordaram sobre a necessidade de se concentrar em soluções de longo prazo sob uma perspectiva da saúde pública. Também concordaram em que o mandato do grupo de trabalho intergovernamental que está debatendo a questão atualmente deva ser prorrogado. A convergência entre pontos de vista no âmbito das negociações do Acordo-Quadro sobre Preparação para Pandemia de Influenza (PIP) e a importância de uma reforma da OMS movida pelos Estados-membros, consensual e construtiva também foram destacadas.
Os Ministros da Saúde dos BRICS indicaram que o tema da reunião de Pequim seria, entre outros, a promoção da inovação e o acesso a produtos médicos a preços baixos, vacinas e outras tecnologias de qualidade assegurada, em apoio à consecução dos Objetivos de Desenvolvimento do Milênio 4, 5, 6 e 8 e em resposta a outros desafios de saúde pública.
