CMC Churches’ Action for Health offers comments on the Consultative Expert Working Group on R&D financing.

We anticipate that in March 2012, the CEWG will propose that formal intergovernmental negotiations commence on a binding R&D Convention. The proposed convention would seek to address the need for sustainable sources of finance for needs driven R&D, while embracing a number of elements of the WHO Global Strategy on Public Health, Innovation and Intellectual Property, such as support for open-knowledge innovation, de-linkage of product prices and R&D costs, competition among suppliers of products, access to and transfer of technology to developing countries, and the need to reconcile both innovation and access.

This is an important proposal. The Secretariat should be asked to convene an open briefing on the CEWG report, including the proposal for an R&D Convention, in advance of 65th session of the WHA.
