The “Zombie treaty” for broadcasters may be much closer to having a diplomatic conference. Delegates to WIPO’s Standing Committee on Copyright and Related Rights have been shown a proposed recommendation to the WIPO General Assembly of 2018 to “consider appropriate action towards convening a Diplomatic Conference for the adoption of a treaty on the protection of broadcasting organizations by the end of the 2018/2019 biennium.”

The Diplomatic Conference will be convened if determined feasible by the WIPO General Assembly “with the exact dates and venues to be decided by a Preparatory Committee.”

KEI and other civil society groups strongly oppose the broadcast treaty, for reasons set out in a joint letter to delegates, available here. KEI’s commentary on the current negotiating text is here.

The full text of the draft recommendation on the Treaty for the Protection of Broadcasting Organizations is contained below.

Draft Recommendation
June 1
Broadcasting:

In view of the progress made in recent SCCR sessions, the General Assembly is invited to consider appropriate action towards convening a Diplomatic Conference for the adoption of a treaty on the protection of broadcasting organizations by the end of the 2018/2019 biennium, if feasible, with the exact dates and venues to be decided by a Preparatory Committee. It is understood that the convening of the Diplomatic Conference will be done in accordance with the long standing practice of consensus.
