Under the US FOIA, KEI has recently received copies of 12 cables from the US Department of State that discuss negotiations between the Brazil government and drug companies over pricing and licensing of patents for AIDS drugs.

The cables cover the period of January 2004 to May 2006,   According to KEI Director James Love:

"The cables illustrate the degree to which the US government seeks to manipulate and influence intimate policy deliberations in Brazil, on matters involving access to medicine. It also shows how closely the U.S. government works with the large pharmaceutical companies.  Behind the scenes, the US is seeking to undermine the 2001 Doha Declaration on TRIPS and Public Health."
