Malaysia on limitations and exceptions: WIPO 2009 General Assembly

Here is the except of Malaysia’s intervention at the WIPO General Assembly made yesterday during discussion of the WIPO Standing Committee on Copyright and Related Rights (SCCR). This excerpt shows Malaysia’s position on limitations and exceptions.

Mr. Chairman,

On the issue of limitations and exceptions, Malaysia fully shares the concerns acknowledged by the SCCR of the special needs of visually impaired people. The WIPO Secretariat had undertaken several praiseworthy efforts on this issue, such as getting inputs from the Questionnaire, taking stock of country positions and organizing the stakeholder platform. The Visually Impaired are those who need the world community’s humanitarian sympathy as well. They too deserve the right to access to education and should not be kept away as a deprived group. In this connection, Malaysia hopes WIPO would move forward in its efforts to conclude a treaty for the visually impaired.
