Conclusions at a glance:

Item #1 At SCCR 26, Broadcasting Treaty: the proposed treaty is moving forward toward a diplomatic conference in 2015. It includes transmission over the internet. Paragraphs 1 to 10.

5. Discussions took place on transmission over the internet of simultaneous and unchanged transmissions of broadcasts, and it was understood that if transmissions over the Internet originating from beneficiaries of the proposed treaty are included in the scope of application of the proposed Treaty, then, at least such simultaneous and unchanged transmissions should be included.

6. Further discussions will take place in relation to the possible inclusion in the scope of application of transmissions over the internet, when originating from the beneficiaries of the proposed treaty, of Internet originated transmissions, on-demand transmissions, or defferred and unchanged transmission of broadcasts.

Item #2 Limitations and exceptions: Libraries and archives: the working document will be a basis for the future text-based work to be undertaken by the committee in its 27th session. Paragraphs 11 to 21.

Item #3 Limitations and exceptions: educational and research institutions and persons with other disabilities the working document will be a basis for the future text-based work to be undertaken by the committee in its 27th session. Item #5 Next Session of the SCCR: SCCR 27 will devote 2 and a half day on the Broadcasting Treaty, 2 days on L&E (library, archives and education and people with other disabilities) and 1/2 day for conclusions and future work including discussion whether to hold and intersessional meeting on L&E for libraries and archives.
