On 12 July 2013, Senator Leahy (D-VT), Chair of the Senate Judiciary Committee requested that the NIH exercise its march-in rights under the Bayh-Dole Act to promote genetic testing for BRCA mutations that are associated with a person’s risk for breast and ovarian cancer. In June, the Supreme Court of the United States unanimously ruled that isolated DNA is not patentable, and immediately afterward, other companies stated they would provide BRCA testing. From 15-24 July 2013, the World Intellectual Property Organization (WIPO) is holding the 25th session of the Intergovernmental Committee on Intellectual Property and Genetic Resources, Traditional Knowledge and Folklore (IGC/GRTKF) . Currently, the IGC is chaired by Ambassador Wayne McCook of Jamaica.

On Friday, 28 June 2013, the World Intellectual Property Organization (WIPO) held a signing ceremony in Marrakesh for WIPO member states accorded full powers to sign the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who are Blind, Visually Impaired, or Otherwise Print Disabled. WIPO document VIP/DC/12 provides the list of 51 current signatories to the Marrakesh Treaty.

Knowledge Ecology International is holding a side event in Marrakesh on Thursday, 27 June 2013 at 2:00 PM in Karam 4 at the Palais des congrès entitled, Views on the outcome of the Marrakech treaty for the blind.

We are very happy with the agreement. There were a few areas where the treaty could have been better, but these are areas of minor quibbles. The first order issues all went in favor of blind persons. The treaty will provide a dramatic and massive improvement in access to reading materials for persons in common languages, such as English, Spanish, French, Portuguese and Arabic, and it will provide the building blocks for global libraries to service blind persons.
