According to Brook Baker, these are the countries included in the Merck voluntary license to generic suppliers

An April 27, 2021 press release from Merck identified five generic companies, including:

Cipla Limited, Dr. Reddy’s Laboratories Limited, Emcure Pharmaceuticals Limited, Hetero Labs Limited and Sun Pharmaceutical Industries Limited – five generics manufacturers with World Health Organization (WHO) Pre-Qualified Manufacturing facilities and experience as major suppliers to global and key LMIC procurers

We have yet to see the text of the licenses, and do not know if there are restrictions on exports outside of the licensed area.

Merck also reported in April it was in discussions with the Medicines Patent Pool for additional licenses, but these negotiations appear to be still ongoing.
